It seems the approaching winter has inspired many in the regulatory community to produce a barrage of Christmas reading for the industry in the form of a cartload of new consultation papers. As with the end of most years, regulators have rushed out their promised legislative proposals and guidelines in December in order for them to be debated in the European parliament or US House at the start of the new year.
