Enterprise Level Stress Testing Seen as Critical Risk Tool for Future, Say Buy Side Respondents to MSCI Barra Survey

It is not just the regulators that are mad keen on stress tests as the risk management tool du jour, institutional investors and asset managers are also convinced of their benefit for the future, according to a recent survey by vendor MSCI Barra. Although the majority of the pension funds and asset managers that took part in the survey do not currently run risk related stress tests, many are planning to do so in the next year or so.

CFA Institute Provides Research in Support of its Consolidated Tape Campaign

The post-MiFID market fragmentation has resulted in very little impact on the quality of the price formation process for equities traded in the European markets affected, however, attempting to obtain a complete and clear picture of market prices remains challenging. This is according to a recent piece of research carried out by the Chartered Financial Analyst (CFA) Institute Centre for Financial Market Integrity, which has taken up the mantle of champion for a consolidated tape for European equities.

It seems that risk management is never far from the minds of the boards of financial institutions at the moment, given the increase in regulatory and client scrutiny of this space in the post-financial crisis environment. In order to meet the slew of regulations on the horizon, firms are being compelled to invest in their risk management systems to keep on top of their exposures, be they credit, market or liquidity related.

Regulators such as the UK Financial Services Authority (FSA) are directly endeavouring to place more emphasis on firms’ risk management practices. As well as its liquidity risk reporting regime, the introduction of new remuneration guidelines are aimed at curbing reckless risk taking within financial institutions. All of these are a case in point for increasing the power of the risk function.

Accordingly, the profile of the risk function within financial institutions has gradually risen up the ranks in terms of priority and power, and many more firms are taking the decision to appoint a chief risk officer (CRO). The regulatory community has indicated that CROs should eventually have clear enterprise-wide authority and independence, with tenure and remuneration determined by the board.

UK FSA’s Decision to go First with Liquidity Reporting Regime Proves Unpopular with FS Club Attendees

The UK Financial Services Authority (FSA) may have put its stake in the ground as the first regulator to tackle the tricky issue of liquidity risk reporting, but it has not gained a first mover advantage, said the majority of attendees to the FS Club’s November meeting in London last week. Audience members indicated that they believe the FSA may have been too hasty in its decision and this could have serious consequences for firms rushing to meet the December deadline for the systems and controls aspects of the new regime.

CFA Institute Survey Highlights Industry Support for Third Party Valuations

The majority of the members of the Chartered Financial Analyst (CFA) Institute Centre for Financial Market Integrity believe that alternative investment fund managers should be mandated to appoint an independent third party for the valuation of assets, according to a recent survey by the group. The survey, which examines the fund management industry’s views on the requirements of the proposed European Alternative Investment Fund Managers Directive, indicates that 81% of respondents are in favour of mandatory third party valuations provision.

Risk Management Supervisors Still Do Not Understand Finer Points of their Teams’ Work, Says Survey

Risk management supervisors have not improved their understanding of their teams’ jobs, despite the rising importance of risk management to firms overall in the current market, according to a recent survey of quants and risk managers by financial training company 7city. A total of 86.3% of the 400 participants surveyed indicated that they feel their supervisors do not have a better understanding of the job of a quant than they did a year ago.

Basel Committee Issues Results of Proposed Revisions to Basel II Impact Study

The Basel Committee’s Trading Book Group (TBG) has released the results of a quantitative study into the impact of proposed revisions to the Basel II market risk framework. The study, which examines the potential market impact of changes to capital charging and risk measurements under the Basel framework, indicates that banks are facing a significant increase in their IT costs in order to accommodate the revisions.

UK FSA is on Full Steam Ahead for Liquidity Reforms, Firms Have 36 Days to Comply with Qualitative Aspects

Following months of debate, industry confusion, outcry and general browbeating, this week the UK Financial Services Authority (FSA) has published its finalised plans for an overhaul of the country’s framework of liquidity regulation. The paper represents the regulator’s attempt to try and address concerns that have been raised by market participants during the consultation period, which began in December last year. However, as the regulator notes, the final regime does not differ markedly from the FSA’s initial proposals and firms now have 36 days in which to get their houses in order.

Regulatory Changes are Set to Cost Industry 4% Drop in Equity, Says JPMorgan Report

The profits of large investment banking groups will be hard hit by the outcome of the current regulatory overhaul, if estimates by JPMorgan are anything to go by. The bank reckons that long term profitability of financial institutions in the US and Europe will fall by nearly a third in the next two years as a result of regulatory changes including increased capital requirements and the forcing of OTC derivatives onto electronic exchanges and clearing platforms.
